Chapter 28 - Shadows Left Behind

While the civil ceremony concluded with a quiet exchange of vows and a round of warm applause from Leo and Maya, miles away in a sterile, fluorescent-lit federal office building in Washington, D.C., a very different kind of finality was taking place.

Arthur Vance sat at his metal desk, staring down at a formal administrative denial stamped in bright red ink across his desk: REJECTED - INSUFFICIENT GROUNDS FOR REOPENING.

His phone buzzed against the blotter. He picked it up with a grimace. "Vance."

"Arthur, it's over," Assistant Director Miller’s voice crackled through the speaker, sounding tired and resolute. "The Attorney General’s office formally closed the Calder-Moretti docket this morning. Every asset has been legally transitioned, every foundation audit cleared, and every historical file archived under public trust legislation. You're done chasing ghosts."

Vance clenched his jaw, his knuckles turning white against the plastic casing of the phone. "They built an empire on blood and extortion, Miller. You can't just launder a syndicate through hospitals and shipping terminals and call it a day."

"Yes, you can, Arthur—if you do it legally, quietly, and leave federal prosecutors with zero leverage," Miller sighed on the other end. "Drop it. If you push this any further, the DOJ ethics committee is going to look very closely at your unapproved surveillance requests from last quarter. Enjoy your pension, Arthur. The war is over."

Vance slowly lowered the phone to the desk. He looked out the window at the gray D.C. skyline, realizing with a bitter, inescapable certainty that men like Rafe Calder and Damien Moretti hadn't just beaten the system—they had outgrown it entirely. They had traded their crowns of thorns for concrete foundations, leaving the federal government nothing to fight against.
