Zariah waved him in, listening impassumedly as he detailed the final steps of securing a tax-exempt sovereign trust in a neutral European jurisdiction. When he finished, she simply nodded, signed three digital documents with a cryptographic key, and dismissed him. She didn't celebrate milestones.
