Chapter 9 - The Sovereign Queen

Two weeks later, the sun rose over a completely transformed Port Meridian.
The headlines on the morning news screamed of massive political realignments. The Romano family had officially liquidated their assets and vanished from the East Coast. The harbor terminals were undergoing a massive, multi-million-dollar modernization project funded directly by the Costa trust.
And at the center of it all sat the new mistress of the Costa estate.
In the grand dining hall, sunlight poured through the polished arched windows, illuminating a massive mahogany table covered in documents, shipping blueprints, and charity foundation proposals.
Chloe sat at the head of the table. She wore a stunning, tailored cream silk blouse, a charcoal pencil skirt that hugged her curves with professional authority, and her diamond ring sparkling brightly in the morning light.
Standing beside her was Mr. Hart, presenting a silver tray of fresh coffee and pastries.
"The foundation charter for the Dockworkers' Medical Trust is ready for your signature, Mrs. Costa," Hart said respectfully. "And the architects for the harbor community center are waiting in the foyer."
"Thank you, Hart," Chloe said, signing the documents with a smooth, confident stroke of her pen. "Tell the architects I will be with them in five minutes. And please ensure Don Vincenzo gets his herbal tea before his walk."
"Right away, ma'am." Hart bowed and stepped away, his face glowing with quiet pride.
The heavy oak doors opened, and Luciano walked into the room.
He had just returned from a early-morning meeting with the council of families. He wore a sharp slate-blue suit, but as he looked at Chloe sitting at the head of his dining table, managing his empire's public assets with effortless grace, his ruthless demeanor melted away entirely.
He walked up behind her chair, placing his large, warm hands on her shoulders, leaning down to press a soft kiss against the side of her neck.
"You look entirely too comfortable in that chair," he murmured, his deep voice sending a shiver of delight down her spine.
"Someone has to keep this family legal," she teased, leaning her head back against his chest. "How was the council meeting?"
"Boring," Luciano replied, sliding his hands down to rest gently on her waist. "Don Moretti spent an hour complimenting your medical trust proposal. Don Bellini sent another crate of wine. Everyone is terrified of you."
Chloe laughed—a rich, warm sound that filled the massive room. "I didn't even have to shoot anyone."
"That's why they're terrified," Luciano whispered, turning her chair around so she was forced to look up at him. "A man with a gun is predictable. A brilliant, beautiful woman who can destroy an empire with a phone call and a smile is lethal."
He stepped between her knees, leaning down until his dark eyes were only inches from hers. The playful bantering evaporated, replaced by a sudden, thick, breathless tension that had been growing between them every single day since the night of the fire.
"Luciano..." she whispered, her breath hitching as his fingers stroked her cheekbone.
"I didn't get to ask you properly," he said, his voice dropping into a rough, intensely soft register.
"Ask me what?"
"Two weeks ago, I trapped you in this life to keep you alive," Luciano said, his eyes filled with a raw, terrifying vulnerability he had never shown another living soul. "I gave you a ring, a title, and a war. But I never gave you a choice about us."
He reached down, taking her left hand in his, his thumb tracing the diamond on her ring finger.
"I don't want a fake marriage, Chloe," he murmured against her skin. "I don't want a proxy covenant or a strategic alliance. I love you. I loved you when you were bringing me coffee at two in the morning and complaining about my terrible taste in shoes. I loved you when you stood in the rain holding a gun on Pier 9. And I will love you until my heart stops beating."
Chloe stared up at him, her heart overflowing with a sweet, aching joy so intense it brought sudden, brilliant tears to her eyes.
She stood up out of the chair, throwing her arms around his neck, pulling his lips down to hers in a deep, desperate, passionate kiss that shattered every remaining wall between them.
Luciano wrapped his arms around her waist, lifting her effortlessly against his chest, holding her as if she were the only real thing in a world made of smoke and shadows.

"I love you, Luciano," she gasped against his mouth, her fingers tangled in his dark hair. "I don't care about the covenant. I don't care about the council. I am your wife because I choose you."
Luciano let out a ragged, joyful sigh, kissing her again, deeper this time, carrying her slowly toward the private quarters of the east wing as the sun flooded the estate with golden light.
