Chapter 13 - The North Ward Garden

Spring arrived with an explosion of white and lavender blossoms across the coastal cliffs. The North Ward docks, once threatened with industrial demolition, were officially designated as the Vance Historic Waterfront District, protected in perpetuity under state law.
To celebrate the completion of the community gardens and the reopening of the public library branch, the neighborhood organized an open-air festival. Hundreds of families gathered along the newly paved boardwalks, sharing food, music, and laughter beneath colorful paper lanterns.
Julian and Elena walked among the stalls without guards, greeted warmly by elders who had known Elena since she was a child and dockworkers who now looked upon Julian as their fiercest advocate. Children played tag around the bronze fountain that had been restored in the town square, its waters sparkling in the midday sun.
As they sat on a stone bench overlooking the ocean, an elderly woman named Mrs. Gable, whose family home had been saved from eviction, approached them carrying a hand-woven quilt made from scraps of dockworkers' canvas and fine lace.
"This is for your home," Mrs. Gable said with tears in her eyes, presenting the quilt to Elena. "To keep you both warm, just as you kept a roof over our heads."
Elena received the gift with profound reverence, hugging the older woman tightly. When Mrs. Gable walked away, Julian placed his arm around Elena's shoulders, pulling her against his chest.

"I used to think power was measured by how many people feared your name," Julian whispered, watching the community celebrate around them. "Now I see that true power is having the strength to protect people so they no longer live in fear."
Elena leaned her head against his shoulder, listening to the steady, comforting beat of his heart. "That is the only power that endures, Julian."
